SAFETY & SAFEGUARDING · UPDATED OCTOBER 2026

PROTECT THE VULNERABLE.

Spot concerns, keep people safe and report appropriately. Never investigate or confront suspected offenders yourself.

Recognise concerns, not stereotypes

Potential exploitation can affect children and adults of any gender or background. Warning signs can include fear, coercion, an accompanying adult controlling answers, apparent distress, or suspicious instructions. One sign alone does not prove abuse.

Children and vulnerable passengers

Do not assume that every young person travelling alone is being exploited. Note factual concerns and follow the safeguarding procedure required by your licensing authority. Never question or investigate a passenger as though you were the police.

County lines and trafficking

Criminal groups can exploit vulnerable people to transport drugs or money. Drivers may encounter worrying journeys or behaviour. Do not search luggage, confront suspected offenders, detain passengers or try to investigate. Prioritise safety and report concerns.

Sexual exploitation and coercion

A passenger who seems frightened, controlled, threatened or unable to speak freely may need safeguarding support. Do not assume sex work automatically indicates trafficking. Report concrete indicators of coercion or abuse through appropriate channels.

Reporting

For immediate danger, call 999. For a non-emergency police concern, call 101. Contact the local authority safeguarding team for children or vulnerable adults. Crimestoppers can be contacted anonymously on 0800 555 111. Use Uber’s in-app reporting where relevant; it is not a substitute for emergency services.

Record objectively

Write down the journey date, time, locations and observed behaviour without speculation. Keep passenger information confidential and share only with appropriate authorities. Follow your licensing authority’s safeguarding training and reporting policy.
